Thanks to a recent $6.2 million upgrade, this scenario is happening more frequently at RST. The airport has officially transitioned from a Category I (CAT I) to a Category II (CAT II) Instrument Landing System (ILS), significantly enhancing its ability to handle aircraft in challenging weather conditions.
What is a CAT II ILS, and Why Does it Matter?
For the average traveler, the technical details of an Instrument Landing System might seem complex, but the impact is clear: greater reliability and fewer weather-related disruptions. “Our CAT II ILS gives pilots more tools to fly the approach and land safely in worse weather,” said Kurt Claussen, Deputy Airport Director/Ops Director. “The biggest upgrade involved tripling the amount of approach lights, making it easier for pilots to identify the runway and descend safely.”
This means aircraft can now land safely in conditions that previously would have required diversions or cancellations due to fog, snow, or heavy rain.
Benefits Beyond the Runway
The impact of this upgrade extends far beyond individual flights. Here’s how the new CAT II ILS is improving the passenger experience and critical operations at RST:
- Increased Passenger Confidence: While RST cannot control the weather at originating or connecting airports, this upgrade significantly improves the airport’s ability to receive flights once they are en route to Rochester. This means a more reliable travel experience for passengers.
- Enhanced Reliability for Critical Shipments: FedEx, a vital partner in transporting sensitive medical shipments—like bone marrow samples or transplant devices—to and from Rochester, often faces challenges with early morning fog. According to Claussen, the CAT II ILS provides FedEx with greater confidence that their critical shipments will arrive on schedule, minimizing disruptions to vital healthcare services.
- Strategic Advantage: RST is now on par with larger airports like Minneapolis-St. Paul (MSP) in terms of its ability to handle adverse weather. Most airports of RST’s size operate with only a CAT I ILS. The investment in a CAT II system positions RST as a leader in aviation infrastructure, offering a superior level of service and safety for a wide variety of aircraft.
This $6.2 million investment is a key component of RST’s multi-year, multi-phase $80 million Runway Safety Project 2/20, which began in 2021. Funded through a combination of federal, state, and local dollars, the CAT II ILS upgrade at RST is a testament to the airport’s commitment to safety, efficiency, and enhancing the overall travel experience for the Rochester community and beyond. The new system became operational in July 2024.
